There are two possible causes for this error. The most likely one is that Eternal Return is blocked by your firewall. To resolve this, follow these steps:

  1. Go to Control Panel -> System and Security -> Windows Defender Firewall.
  2. Click Allow an app or feature through Windows Defender Firewall on the left.
  3. Click Change settings.
  4. Find Eternal Return and check for both private and public then click OK.

Please note that if you’re using a different firewall, you may need to unblock Eternal Return there too.

The less common cause is Steam’s Beta Participation program, and if you're part of that you may be able to resolve the issue by opting out.  You can do that by following these steps:

  1. With Steam running, click on Steam in the upper left corner and then choose the Settings option.
  2. Open the Interface tab.
  3. Click the dropdown menu next to Client Beta Participation.
  4. Select No beta chosen.
  5. Follow the prompt to restart Steam
